Impact Evaluation

Impact evaluation assess the broader results, intended or unintended, of a program on populations or institutions involved. The objective of evaluation depends on the mission of your organization and what you want to do with the evaluation result. Information generated by evaluation informs decisions on whether to expand, modify, or eliminate a particular policy or program and is used in prioritizing actions. Some of the questions that EPMC addresses in this type of evaluation are:

  • Does the program achieve the intended goal?
  • Can the changes in beneficiaries be explained by the program, or are they the result of some other intervening factors occurring simultaneously?
  • Do program impact and outcomes vary across different groups of intended beneficiaries, regions, and over time? If so, what are the contextual factors that limit the full participation of the beneficiaries?
  • Are there any unintended effects of the program, either positive or negative?
  • How effective is the program in comparison with alternative interventions?
  • Is the program worth the resources it costs?
