Evaluation Criteria and Plan

When conducting the above types and levels of evaluation, EPMC considers, among other elements, the criteria of relevance (suitability to priorities and policies), effectiveness (extent of objective attainment), efficiency (outputs divided by inputs), impact (intended or unintended results of intervention), equity (the degree to which benefits are distributed according to needs), quality (delivery of services according to accepted protocols or standards) and sustainability (the ability to maintain program objectives and operations). The choice of criteria depends on the level and objectives of evaluation.
There are various steps involved in planning for an evaluation. EPMC is willing to participate in the selection of the issues to be addressed by the evaluation, determining the outputs of the evaluation, selection of evaluation methods and depth of analysis, and forms of reporting evaluation results.
